Perhaps this is a simple issue, perhaps not:

Are 1.6.4 saved games compatible with 1.7.1?

If not, can it be converted?

Assuming, of course, that all block id's are same and Mods are just updated or added.

Probably not. The thing is, 1.7.10 is a huge change from 1.6.4. Just absolutely massive. The biggest of these changes is the removal of the ID system. You couldn't configure 1.7.10 IDs at all, they're just assigned. You would have to go into 1.7 and get all of those IDs, then configure all of the 1.6.4 ids to match, going into MCEdit to change the IDs of all blocks to match the new assignments. Even if you did go through that effort, and the save miraculously worked, a ton of mod blocks would be broken. You'd have to replace all of the mod blocks and some mod blocks would be so upset about being set up with an old version and new code telling it to do stuff it doesn't know how to do that the save would likely crash from startup.

So it should be possible, but it's so much work that it's probably not worth it.
