key/command that makes tools block specific

I have apparently toggled something that makes it so you HAVE to have a shovel to break dirt, an ax for wood, etc. this is the second time i've done that and can't find the setting to fix it. the first time i deleted FTB and reinstalled entirely. this time i decided to work around it until i found out that it also make the builders wand not work. can anyone help me out here? this is fricken annoying

had it happen in direwolf20 but this time it's infinity 1.10.1

I think it's Iguana tweaks. but i dont understand why.

Go into NEI cheat mode and switch from "adventure" mode to "survival"

OMG thank you...dunno how i toggled that over but that fixed it.
