Horizons - no AE Charger

Ive been playing on Horizons with a couple of my friends and I decided to start out going through the Applied Energistics mod, I built the matter cannon however I cant build the Charger in order to charge it, its not available at all it seems. Is there a way I can add it into the game some how?

It's not called a charger. It's a power relay(could be energy relay.)

Yeah it requires matter pellets from the matter deconstructor or something like that and totally sucks as a weapon. I heard that lead nuggets work better but forgot to try.
