Details of the issue:

Simply put it, grass blocks will not spread to dirt blocks not matter what conditions​

Grass blocks need light to grow, so place a torch near them/wait for morning. Water cans from Extra Utilities can also be used to speed up grass spread. Edit: forgot you were on Ultimate, ignore the part about watering cans

Ive done all that, they just dont grow no matter what
