Extremely High CPU Use On 1.6.4 Modpacks?

Whenever I play on the new 1.6.4 modpacks, It lags because my cpu is at 60% and on the 1.5.2 modpacks its usually at 30%, Why did it double?

Most of the problem with 1.6.4 is vanilla issues, some mods have issues but zombie AI pathing is horrid on CPU usage.
