Extra Utilities 2 Chunk Loading Ward

I'm running 1.1.0 version of Infinity Lite for Minecraft 1.10.2 and cant seem to make the chunk loading ward from extra utilities 2. There doesnt seem to be any recipe loaded that I can see in JEI.

I see the recipe online and have all of the correct materials but its a no go to make in game.

Anyone else having this issue?

Is the villager in the golden lasso under contract?

yes, villager under contract. I dont even get the recipe to even make the ward through JEI. 5 sticks, eye of redstone, and a villager under contract caught with golden lasso.

Is there a chunk loading config I might be missing on the server side? Apparently the chunk loader from IC2 is not showing its recipe either.

Are you on a server?

If you are, the host might have disabled all chunk loaders?
