Yeah we're currently having this problem on the server I am on. Admin can't seem to find any sort of config option regarding this so I thought I'd ask on here. The server gets restarted every 3 hours so it's a bit problematic! We're on the latest Direwolf20 release and the Factorization version is 0.8.29 if this helps (hosting with CreeperHost).
