First off, v16 is an ancient version of Reika's mods for MC 1.6 (if not earlier), if I remember correctly. The fusion reactor may not have been fully implemented then- you'll want to update to the most recent version available for your version of MC if possible.
If that's not the issue, there are several other things that could be:
- Some of your toroid magnets may be misplaced or out of alignment. When you click one with a screwdriver, it'll pop up an arrow showing exactly in which direction the magnet is facing. These arrows all have to point toward the center of the ring.
- Your toroids may not be getting enough power from Van de Graaffs below them. I don't know offhand how much they require; but do note that they will share power with their neighbors if they're aligned properly. You don't need a Van de Graaff below all of them.
- Your toroids may not be getting enough liquid nitrogen, if you're running a version in which they require it. I've heard (but not confirmed) that the toroids can draw LN2 from pipes a block or two above them, which just looks nicer than the pipes intersecting the toroids' rendering.
- Your solenoid may not be getting enough power. Check the handbook to see how much it needs (and also don't give it too much power, which will cause it to explode).
