Cannot Launch FTB Server

Details of the issue:
Anytime I try to open a server to run it i get this error https://gyazo.com/ebbae1cd8dcd32758d6306644dccb95a

This is whats my ServerStart.bat file looks like.
java -Xms2048m -Xmx2048m -XX:permSize=128m -jar FTBServer-1.6.4-965.jar nogui
pause

I have extended my knowledge and I need help now!​

So i added the legacy fixer and it sorta fixed it. BUT now its making me run Java 8 and i have Java 7 downloaded. SO... how do i change what java minecraft uses?
