Blood magic blood altar help?

So, I set up a 5th tier blood altar in creative mode, and when i right click on it with the divination sigil it says it's only tier 2. I tried making just a tier 3, and the same thing happened. Is there something I'm missing? I'm going by the pictures in the minecraft forum page since I can't find any video tutorials, or any other information on it. It says it needs 28 total blood runes, and 2-high stone bricks with glowstone blocks on top of them.
I'd like to figure out what I'm doing wrong before I start anything outside creative mode.

Maybe a dumb question, but where are screenshots saved?

generally to wherever you installed ftb/instances/horizons/minecraft/screenshots or something i think

Make sure you aren't using Monster stone bricks.

I found the problem. Turns out I was using stone brick slabs instead of stone bricks they do look exactly the same though. But now I'm having an issue with elemental inks. I can't find any recipe for them anywhere, even in NEI, or for the activation crystal.

If you cannot find a recipe in NEI, it means that it requires a transmutation inside of the altar. Check the forum post for information on the item!

You or someone else should make an NEI plugin for the altar infusions.

That would be amazing so I don't have to check the forum page every time I want to make something that I forgot the recipe for. It doesn't need to be fancy, just like a item A -> item B and a blood amount underneath. It would be so amazingly useful.
