I think it was magical crops, and minetweaker has recently been added to Monster to fix that problem.
I don't know if minetweaker was also added to Horizon though...

I'm pretty sure that is added by Magical Crops. It's a known exploit.

It is indeed added by magical Crops but the author has stated on the MCF post that he will remove the recipe once he changed the blaze essence to yield blaze rods instead of blaze powders.
