What is the bug:
Currently using 1.0.2 of Horizon: Daybreaker.
Extra Utilities portals do not work. No errors or anything.
I have not tested the Engineer's Toolbox portal or Essential Craft, but if they work the same way they will have issues too.

Can it be repeated:
Simply place down the Portal to The Last Millenium (ID: 1028:2) and right-click it. Doesn't work? Install PlayerAPI. Try again.

I am currently using the 1.3 version for 1.7.10 on my server. Portals work and no-one is having any issues.
