A liquid crafter from MFR will work for that. It doesn't use power but you need to supply a redstone pulse each time you want it to craft. It's simpler than an ME system.

I haven't been able to melt down steel armor but gold works well. As MigukNamja said, the armor has to be undamaged.

A vanilla hopper into a chest would be easy. You can then use logistics pipes to sort the items wherever you want. For logistics sorting I usually use the polymorphic item sink module.
