Looks like somebody been playing around with portal gun and the results seems to be affecting performance. Is there a way to find/delete them without disabling mod altogether?

So I've seen one particular plugin at at least 2 servers. It acts like chunk control feature. If there's no player or chunk loader in a chunk then it slows down to about 1-2 ticks per second even if player stands right at the chunk border. Anyone may know the name of it?
