No. The FTB Team does not decide what is in the Mindcrack pack. The mindcrack team does. This is replacing Ultimate as the flagship pack once it hits 1.0 RC. Edit: There is no Redpower or Xycraft for 1.5.2 because Eloraam is taking her time and Soaryn has straight up said hes waiting for 1.6...

And that's being a bit optimistic. Let us cross our fingers and hope!

No. It has been said often that 1.4.7 will not be compatible to 1.6 in any way.

I stopped playing FTB until the new pack comes out. Didnt wanna work on a doomed world :P (I know 1.5 is technically doomed as well, but it will be a month or two before 1.6 comes out. Plenty of time.)
