    Gave up on Horizons and DireWolf20 packs. Am now running a TechWorld2 server alongside my FTB Unleashed and a Vanilla 1.7.4 server The hardware sits around 20% CPU with no players

    I don't know if it helps but the DireWolf20 (1.6.4) pack server does the same thing.

    It's the desktop version as that was what I had to hand when I installed it. The Unleashed Server running with no players has about 30% utilisation of the CPU but it is a pretty big world (http://ramasesn3.dyndns-server.com/FTB)
