I think the 0.25 second cap is a misconception. Having crawled through the code, I'm almost certain it only applies to redstone. There's nothing preventing the base crossbow from being faster than that if you're using good enough (read overpowered) materials.

That's good, but only allows for one master chunk. The ideal would be some sort of network that keeps everything loaded if one of them is loaded, then does periodic checks to see if it's the only thing keeping those chunks loaded, and if it is, stopping.
