Its a known bug with waila and nei tool tips. Same thing happens to thaumcraft stuff. Last I heard the problem has been identified on NEI's end and the next release should fix the tool tips issue. Not sure about waila though...

MFR has Biofuel generator. It produces 16mj per tick. In 1.6.4 it also now produces RF for your TE machines.

What launcher are you using? These issues can be resolved by looking at the console and copy the text into notepad. Then search for @conflict You will see all the id conflicts listed in the loading of minecraft. helps clear up most stuff.
