You need to put the netherwart in a darker area, so.. place a block above it to shade it... Netherwart doesn't like bright environments..

Trash can with an exporter with a few fuzzy logic filters. Fuzzy because if you want to trash the bows and armor the mobs drop, you will need something that ignores meta data. May need multiple exporters to extract more than 9 junk items

As SolManX said, you can use the Plant Fertilizer from Industrial Foregoing then. It uses Bonemeal and other fertilizers to speed up plant growth (I would suggest the forestry one as 1 Apatite and 2 Sand = 8 fertilizer). You will probably need a range addon and some way to automate fertilizer.

Watering cans are also very much so in DW20 1.12.2
