    Only thing I can report is that I did find an Emerald Ore in the Aroma Mining World, so they do exist there at least, which might be good for folks to know. No idea about RF Tools tho.

    There's no quarry in FTB Beyond, except for one unknown block from Extra Utilities 2 mod. No Buildcraft quarry, no Ender Quarry. OMG, what am I supposed to do now? LOL Need suggestions.

    Yes, it's beyond lucky I think. I've yet to find any oil source higher than 304 or thereabouts. In fact, the wiki page says oil sources can't go higher than 625!!!! I assume they made that change after I already generated my world chunks, because it used to say the possible range was 1-1024...
