    It may be an issue with the resource pack your using if your using one at all. I too have had this problem from time to time in both 1.6.4 and 1.7.10 packs but typically I was able to solve the issue by removing them and replacing them in their slot then eating some food.

    I'd suggest Steve's Factory Manager for the highest tech level. It's extremely OP. Maybe Flaxbeard's Steam Power for in the middle, not sure it could be made to fit.
