I don't get why you'd want a pre-explored and pre-built map to start a server on, unless you mean a world seed?

This is only because in creative, you're going faster than you would in survival, and the world is loading trying to keep up. I find that just forcing it and suffering some lag by suddenly landing is a nice fix, otherwise try what @Chris Becke suggested.

Carpenter's Blocks is the best mod I've seen for this, it allows players to really build what they couldn't before. Is this for a modpack you're already running, or one you are wanting to create? You've posted so many single question threads, I'd like to see a "FTB_Time's 100 Questions" thread. :P

No, all official FTB modpacks for 1.6 have frozen, except for Eyamaz's BloodNBones modpack that continues to update to fix bugs. So, your best bet would to start over on 1.7.10 or 1.8 and enjoy the fresh, new and unexplored. :)

I would also like to mention that TPPI is quite laggy due to the large amount of mods it contains, so a beastly PC is required to get...good/great performance.

Certain machines in modpacks are disabled or altered due to being too OP or something like that, take Monster for example. Not long ago the modpack team disabled the option to pulverize wool into string.

As Wagon said, all 1.6 modpacks are completely frozen, except for Eyamaz's BloodNBones modpack which is continuing to update to fix bugs. Although there serves a chance of Advanced Genetics being included in the 1.7.10 modpacks if the mod updates.

I think Magic World 2 was designed to be like that, where's the fun otherwise, but I'm not actually sure about that. If that's ^^ incorrect, you might just be unlucky.
