UPDATE: I just started a new world and it worked fine. I remember putting an apiarists backpack into a diamond pipe filter to stop things from going one way. Could that have been a problem?

No I was the only one on the server at the time. We have 1 chunkloader, and about 3 sets of portals that were already placed. I am able to open up the world in single player also.
