Will a 16x texture pack cause FPS to fall?

Hypothetical...kind of sort of.

I'm thinking about installing a texture pack from these forums (probably Familiar yet Different), but I wanted to check out how severely it would impact my computer. I know that the default vanilla textures are 16x, so my theory is that a 16x texture pack would not be very different frames-wise. Of course, I don't know very much about these things, so I'd like some input.

It will not impact FPS at all. In fact, if it has 16x textures which replace some of the 32x textures created by mods, you might notice a marginal improvement. Of course, FPS is rarely affected by the texture pack unless you have an absurdly low amount of video memory.
