Best way to ban an item on FTB Infinity

Recently someone on my private server has found that if you use an openBlocks block breaker on a block next to a vacuum hopper, it will dupe the block over and over again.

I would like to ban the openBlocks block breaker from the server. Does anyone know a good admin mod that can be used to accomplish this?

In the openblocks config there might be a setting to disable crafting of the block, you can also use minetweaker to disable the recipe.
